KARASBURG TOWN COUNCIL
Karasburg Town Council is established in terms of the Local Authority Act, Act 23 of 1992 (as amended) which mandates the Council with the provision and maintenance of municipal services and the facilitation of economic development and is hereby inviting suitably qualified, dedicated and committed candidates to apply for the following position to fulfil its statutory mandate:
POSITION 1
POST: : 1 X CHIEF EXECUTIVE OFFICER (E1)
DEPARTMENT : OFFICE OF THE CEO
SALARY SCALE : N$319 836.00 – N$326,234.00 – N$332,759.00
HOUSING ALLOWANCE : 20% of Basic Salary without housing Bond OR
40% of Basic Salary with housing Bond.
CAR ALLOWANCE: : N$ 102 701.00
CELLPHONE ALLOWANCE: : N$ 1200,00 per month
EMPLOYMENT TYPE : FIVE (5) Year contract
PRIMARY FUNCTIONS:
To plan, lead, co-ordinate and control all executive affairs of the Town Council, ensure the attractiveness of the town to current and potential investors, while ensuring full compliance with all legislative, socio-political and environmental requirements.
Minimum Educational Qualification requirement:
• A Recognized bachelor’s degree OR Honours in Business/ Public Administration
• An MBA will be an added advantage.
• Driving License Code B
Key Performance Areas
• To ensure that the organization’s policy framework supports and promotes the organization’s strategic goals and enables effective control.
• To contribute towards the economic development of the town through job creation, attracting investment opportunities.
• To ensure the timely and cost-effective resolution of all executive responsibilities through the municipalities operational departments.
• To ensure that the council’s annual budget plan is drawn up within parameters of the available resources, and that it is implemented accordingly.
• To ensure transparency of all operations.
• To ensure the retention of human capacity of the organization in the long-term.
• To comply with the Local Authorities Act.
• To ensure an effective public relations function and compliance of all public activities with the relevant legislation.
Minimum Experience Requirements
8 years, of which 5 years should have been in a senior management role. The incumbent should display a good balance between a sound understanding of the technical aspects of infrastructure development, maintenance and provision, provision of all relevant local authority services, the management of relationships at high level and leadership of a significant entity of regional importance within Namibia. This also means balancing of the socio-political forces and commercial growth initiatives.
Competencies: Vision, leadership, problem-solving, judgement and decision making, pro-activity, customer focus, management and organisation and good communication.
